Initial build-out of The Toll Road system (including the 241 Toll Road) was completed in the late 1990s. With the mission of keeping Orange County moving, this includes freeways and express lanes, bus and rail transit, rideshare, commuter rail and active. The project is slated for completion in mid 2023. Additional closures will be required through the year, according to officials. The project’s planned construction is aligned with other planned improvements in the area including the 15/91 Express Lanes Connector, State Route 91 Corridor Operations Project and the 71/91 Interchange Project. The 450,000 channelizer project is a first step toward a longer-term solution to congestion in the area: bridges that would move cars directly between the 241 toll road and the 91 express lanes. The 270 million 15/91 Express Lanes Connector Project got underway last April and entails constructing a seamless transition between toll lanes on the 91 and toll lanes on I-15, according to RCTC. Agreements to document roles and responsibilities for funding, delivery and operation of the project are under development by this multi-agency team. The Foothill/Eastern Transportation Corridor Agency (F/ETCA) is working with Caltrans, the Orange County Transportation Authority (OCTA) and Riverside County Transportation Authority (RCTC) on the project. The project will also enhance operations for State Route 91’s general purpose lanes and northbound SR 241. Crews will be placing support structures over the westbound 91 for the new southbound 15 to westbound 91 Express Lanes Connector, which will provide a seamless link between the 91 Express Lanes and the 15 Express Lanes.
